The Brazilian states of Goiás and Paraná advance artificial intelligence policies with emphasis on innovation and capacity building

In the field of education, LC 205/25 introduces the AI in Schools program, which provides for the inclusion of AI as either an elective or cross-curricular subject in the state’s public education system. For AI developers, users, and non-users, LC 205/25 guarantees privacy protection, the possibility of audits, and transparency in automated decision-making. The law also establishes a preference for open-source solutions in public AI projects, creating the State Program for the Promotion of Open Artificial Intelligence, which seeks to financially support the development of open technologies and strengthen auditability, security, and technological sovereignty in Goiás.

In turn, Law No. 22,324/25 in Paraná focuses on the application of AI in state public administration. It establishes the Guidelines Plan for Artificial Intelligence in Public Administration (PDIA/PR), with the central goal of promoting the ethical, efficient, and transparent use of AI within the scope of the state’s Executive Branch. The law emphasizes the importance of ensuring data security and privacy and respecting citizens’ rights.

The PDIA/PR will be implemented by a collegial body chaired by the State Secretariat for Innovation and Artificial Intelligence (SEIA), which will be responsible for overseeing the progress of AI projects and aligning them with the state’s strategic objectives. Ongoing training of public servants and transparency in AI operations are also among the actions under SEIA’s responsibility.
