New Executive Order from the United States President to guide the use of Artificial Intelligence in the country

Last week (30), the President of the United States (US), Joe Biden, issued an Executive Order establishing some guidelines for managing the risks of artificial intelligence (AI) in his country. The guidance is the result of the joint and voluntary work of 15 US companies, as well as being based on previous actions taken by the President.

As the first of the points addressed, the Executive Order establishes new standards for the safety and security of AI. It requires developers of AI systems to share the results of their safety tests and other information with the US government. It also highlights the creation of tools and tests to: guarantee reliability in AI systems; protect against the risks of using AI in the engineering of dangerous biological materials; and detect AI-generated content, as well as authenticate official content.

The second point discusses privacy. The Order urges the US Congress to pass data protection legislation. In addition, according to the document, other privacy technologies, such as cryptographic tools, should also be strengthened by funding a research network on the subject.

The presidential order states that the collection of data and the use of commercially available information by federal agencies will be studied, with the aim of drawing up guidelines for these agencies to evaluate the effectiveness of privacy-preserving techniques, including those used in AI systems.   In the following sections, the Executive Order addresses a series of actions aimed at promoting fairness and civil rights in the context of AI.

The document also addresses a series of actions aimed at promoting fairness and civil rights in AI, protecting the data of consumers, hospital patients and students, supporting workers against mass unemployment, promoting innovation and competition in AI, among other measures. Here, it is important to mention that the document mentions Brazil among the countries that were consulted about their AI governance structures.
