CONAR Files Complaints and Grants Injunction Against Betting House Advertisements Aired During the FIFA World Cup on CazéTV

On June 25, 2026, the Brazilian Advertising Self-Regulatory Council (CONAR) opened three formal complaints, based on a consumer report, to examine merchandising actions carried out during broadcasts of the FIFA World Cup aired on the CazéTV – a leading Brazilian digital sports and entertainment channel streamed on YouTube. The advertisements, placed by three betting houses and delivered by the channel’s hosts and commentators, were challenged primarily on the grounds that they risked misleading consumers as to the likelihood of winning the bets being offered.

Reporting councilor Luiz Celso de Piratininga Jr. granted an injunction on June 26, recommending the immediate suspension of the advertisements subject to the complaints. The decision does not constitute the opening of formal proceedings, as it is an emergency measure adopted while the matter remains under review by CONAR’s Ethics Council.

The ruling points to possible violations of Annex X of the Brazilian Advertising Self-Regulatory Code (CBAP), a specific chapter established by CONAR in December 2023 to regulate advertising in the betting sector. The provision acknowledges the activity’s potential impact on consumers and requires that advertisements in this segment remain grounded in principles such as transparency and the clear disclosure of their commercial nature, truthful presentation of the offer while refraining from misleading consumers as to the likelihood of winning, social responsibility with abstention from encouraging exaggerated or irresponsible behavior, mandatory disclosure of restrictions and the impact of the activity, and the protection of vulnerable audiences, particularly children and adolescents.

The reporting councilor highlighted that the combination of appeals made by hosts and commentators with the promotion of bets on real-time plays — emphasizing special odds that were unlikely to occur — may mislead consumers regarding key information about the offer, including the actual probability and possibility of winning. Although CazéTV reported that it had made adjustments to its betting advertisements following public complaints, CONAR maintained the injunction ordering the immediate suspension of the advertisements.

CONAR granted a five-business-day deadline for the betting houses and CazéTV to report the measures adopted to bring their campaigns into compliance with responsible advertising standards, including steps taken to protect vulnerable audiences such as minors.

Although the offers featured in the advertisements were no longer active at the time of the decision — as they referred to matches that had already taken place — the reporting councilor found that the recommendation for suspension was warranted in light of the irregularities identified. The parties will be notified to submit their responses, after which the Ethics Council will rule on the merits of the complaints.
